Discussion during the Constitutional Convention included debates on balancing the power of large versus small states in the federal government. The convention came close to failing over the disagreements. What agreement called for a "bicameral" form of legislature and was based on the proposal put forth during the Constitutional Congress that “the proportion of suffrage in the first branch should be according to the respective numbers of free inhabitants; and that in the second branch or Senate, each State should have one vote and no more.”
What uprising in 1786-1787 added urgency to the effort to define and distinguish the responsibilities of the federal government from those of the states, adding impetus for a constitution.
